  "message": "fix(coverage): sh toolchain is optional for the merger (#2950)\n\nThe merger only references the shell toolchain on Windows, where it\nwraps the bash script in a .bat launcher, so requiring it\nunconditionally breaks platforms that have no such toolchain registered.\nSame fix as #2926 and #2930 made for js_binary.\n\nAlso add the bash script to the .bat launcher\u0027s runfiles, which is where\nthat launcher resolves the script it wraps from.\n\n### Changes are visible to end-users: no\n\n### Test plan\n\n- Covered by existing test cases\n- Manual testing; see #2932",
