buildifier: add SARIF output (--format=sarif) (#1529)

Adds SARIF 2.1.0 as a third diagnostics format next to `text` and
`json`. SARIF is understood by many CI, IDE and code-quality tools.
Fixes #1528.

## Usage

```
buildifier --mode=check --lint=warn --format=sarif -r . > buildifier.sarif
```

As with `json`, `--format=sarif` only works with `--mode=check`, and
`-v` indents the output.

## Mapping

- Each lint warning becomes a result at level `warning`. Its `ruleId` is
the warning category, `helpUri` is the WARNINGS.md link, and the region
is the start and end line and column.
- A file that needs reformatting becomes a file-level result (no region)
with rule `format`, level `warning`.
- A file that can't be parsed becomes a file-level result with rule
`parse-error`, level `error`.
- Rules are deduplicated per category.
- With no findings, the output is still a valid log with empty `rules`
and `results`.

## Design notes

- The serializer is a small in-tree struct set, so it adds no
dependency.
- Findings carry no severity today (only `actionable`, which `warn.go`
always sets to `true`). So every lint finding is a `warning`.
- `autoFixable` is not mapped. It would need SARIF `fixes` with
replacement text, which can come in a follow-up.
- A `format` finding has no region, because buildifier doesn't track
where the formatting differs.
- `artifactLocation.uri` is the path as passed on the command line, so
run from the repo root with relative paths for repo-relative URIs.

## Commits

1. Serializer (`utils/sarif.go`), unit tests, and the `Format` hook-up.
2. Accept `--format=sarif` in `--mode=check` and update the help text.
3. README section.
4. Integration tests with goldens, covering many files, a single file,
stdin and an invalid file.

## Additional testing

- Sample outputs validate against the official OASIS SARIF 2.1.0 schema.

---------

Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
buildozer: add print_all_lists command for '+' list expressions (#1525)

Buildozer's mutating list commands (`add`, `remove`, `replace`,
`substitute`) and `print_comment <attr> <value>` traverse `+`
concatenation expressions via `edit.AllLists`, operating on all
top-level `*build.ListExpr` operands in expressions such as `["a", "b"]
+ select(...)` or `DEPS_VAR + ["a"]`.

However, `print <attr>` relies on `Rule.AttrStrings` (`build.Strings`),
which only matches a single `*build.ListExpr` and falls back to
returning the raw formatted expression string whenever `+` is used.
Unconditionally changing `print <attr>` would break existing callers
that distinguish pure list literals from expressions containing
variables or `select(...)`.

Add `edit.AllListsStrings(e build.Expr) []string` to extract string
literals across all top-level `*build.ListExpr` operands returned by
`edit.AllLists(e)`, and expose a `print_all_lists <attribute(s)>`
command in Buildozer that prints the combined string elements from all
top-level list literals as a list (e.g. `["a"] + select(...)` prints
`[a]`, and `VAR + ["a"] + ["b"]` prints `[a b]`).
Preserve comments on the final function parameter (#1519)

Buildifier currently moves a trailing comment on the final function
parameter past the closing `)` and any return annotation. For example:

```python
def f(
    x,  # @unused
) -> int:
    return 1
```

becomes:

```python
def f(
        x) -> int:  # @unused
    return 1
```

Since #1488, these two spellings have different AST attachments: the
first comment belongs to `x`, while the second belongs to the function
header's colon. #1518 intentionally interprets an `@unused` comment on
the header as applying to the final parameter, preserving the
longstanding behavior of existing files. However, buildifier should not
convert the preferred parameter-attached form into that legacy
header-attached form. Keeping the forms distinguishable lets users write
the clearer form today and leaves room to change or deprecate the legacy
interpretation in the future.

This PR keeps signatures with parameter suffix comments multiline and
emits a pending final parameter comment before the closing parenthesis:

```python
def f(
        x  # @unused
) -> int:
    return 1
```

Both forms remain supported, with `@unused` applying only to the final
parameter:

```python
# Preferred: the comment is attached to y.
def f(
        x,
        y  # @unused
):
    pass
# Legacy compatibility: a header comment applies to y, not x.
def g(x, y):  # @unused
    pass
```

The lexer previously treated a comment following a line containing only
`):` as a body comment. That exception was added in #276 before
block-header comments had their own AST node. Remove it so comments
visibly written after the colon remain attached to the header, including
multiline `def`, `if`, and `for` headers.

Finally, flush queued end-of-line comments before reducing the
indentation margin. This keeps continuation comments on a final
parameter aligned with that parameter and makes formatting idempotent.

The `unused-variable` documentation now recommends the
parameter-attached form and documents the header-attached form as
backward compatibility behavior."

Stripping `visibility =
["//visibility:private"]` when no package-level default is declared can
silently broaden visibility.

Rather than relying on fragile heuristics to identify macros and loaded
rules, this change refactors fix.go:105 to only strip visibility
attributes when `default_visibility` is **explicitly defined** in a
`package()` declaration:

- **Explicit `default_visibility` required**: If `default_visibility` is
not explicitly set on the package, rule `visibility` attributes are
preserved.
- **Unordered string list matching**: Compares string lists using
`slices.Sorted`, allowing redundant visibility to be removed even if
list elements appear in a different order.
- **Identifier matching**: Supports matching identifier expressions
(e.g. `package(default_visibility = PUBLIC)` and `visibility = PUBLIC`).

### (optional) These changes were tested using the following steps

Ran unit tests covering all cases:
```bash
    go test ./edit -run TestFix
```

Unit test cases in fix_test.go verify:

  • Preserving visibility when default_visibility is not set
  • Removing redundant visibility with differing slice order
  • Removing redundant visibility matching identifiers
  • Preserving non-matching visibility

---------

Co-authored-by: Kyle Dobitz <kyledobitz@gmail.com>
Co-authored-by: Tim Malmström <oreflow@google.com>"

Because it was being saved by cmdAdd as a LiteralExpr node
(which is strictly meant for numbers), the float formatter is triggered
and the E is incorrectly changed to a lowercase e (SYSTeMS.SYS1).
Changing cmdAdd to use an Ident node instead fixes this, because the
float formatter is skipped entirely. This matches how cmdSet already
handles it.
Add make-location lint for deprecated $(location) make variables (#1484)

## Summary

- Add a new buildifier lint category, `make-location`, that flags
deprecated `$(location)` and `$(locations)` make variables in BUILD
files.
- Dogfood the rule in this repo by replacing existing uses with
`$(execpath ...)` and enforcing the lint via `//:make_location_lint`.

## Background / deprecation context

Bazel's [`$(location)`](https://bazel.build/reference/be/make-variables)
and [`$(locations)`](https://bazel.build/reference/be/make-variables)
make variables are legacy pre-Starlark synonyms for
[`$(execpath)`](https://bazel.build/reference/be/make-variables) and
[`$(rootpath)`](https://bazel.build/reference/be/make-variables). Which
path they expand to depends on the attribute being expanded, which makes
behavior hard to predict and easy to get wrong.

From the [Make
Variables](https://bazel.build/reference/be/make-variables) reference:

> **`location`**: A synonym for either `execpath` or `rootpath`,
depending on the attribute being expanded. This is legacy pre-Starlark
behavior and **not recommended** unless you really know what it does for
a particular rule. See
[#2475](https://github.com/bazelbuild/bazel/issues/2475) for details.

The underlying inconsistency is discussed in
[bazelbuild/bazel#2475](https://github.com/bazelbuild/bazel/issues/2475)
(e.g. `$(location)` expanding to an exec path in some attributes but a
runfiles path in others). Bazel's docs now steer users toward explicit
variables:

- [`$(execpath ...)`](https://bazel.build/reference/be/make-variables) —
path under the execroot where build actions run
- [`$(rootpath ...)`](https://bazel.build/reference/be/make-variables) —
runfiles-relative path for runtime lookup (prefer [`$(rlocationpath
...)`](https://bazel.build/reference/be/make-variables) for
cross-platform runfiles)

This lint nudges BUILD authors toward those explicit forms instead of
the ambiguous legacy alias.

## Changes

- New `make-location` warning in `warn/warn_bazel.go` (BUILD files only;
does not flag `load("location", ...)`).
- Tests, `WARNINGS.md` / `warnings.textproto` docs, and warning-list
updates.
- Repo fixes: `buildifier/BUILD.bazel`, `buildozer/BUILD.bazel`,
`build/build_defs.bzl`.
- New `buildifier_test` target `//:make_location_lint` added to
`//:tests`.

## Test plan

- [x] `bazel test //warn:warn_test
--test_filter=TestMakeLocationVariable`
- [x] `bazel test //warn/docs:docs_test`
- [x] `bazel test //buildifier/config:config_test`
- [x] `bazel test //:make_location_lint`
buildifier: decouple runner scripts from binaries (#1398)

This change aims at making `buildtools/buildifier` more modular and
easier to consume by enabling use of prebuilt binaries without pulling
in unnecessary dependencies - while strengthening upstream as the
authoritative home for runner script templates.

Today, `buildifier/BUILD.bazel` exposes two different sets of rules:
- exports for runner script templates (`runner.bash.template`,
  `runner.bat.template`) as well as `README.md`,
- `go` build & `sh` test rules which require external repos (`rules_go`,
  `rules_shell`) even for consumers who don't need to build the
  `buildifier` binary.

It is worth noticing there are two distinct community efforts on runner
scripts, the present/upstream `bazelbuild/buildtools` and the derived
`keith/buildifier-prebuilt` (Bazel Central Registry module).
These drift apart over time, leading to unsynchronized contents
(`factory.bzl`, `runner.bash.template`) and efforts, e.g. on Windows
support:
- https://github.com/bazelbuild/buildtools/pull/1230
- https://github.com/keith/buildifier-prebuilt/pull/89 (open for a year)

Intended benefits of this change:
- decoupling: by moving `go_binary` and `sh_test` targets into
  `buildifier/cmd`, the top-level `buildifier/BUILD.bazel` no longer
  requires `rules_go` nor `rules_shell`,
- flexibility: users can either build binaries from source (via
  `//buildifier/cmd`) or configure rules to use prebuilt binaries (e.g.
  via `multitool`) while still consuming the same upstream runner script
  templates,
- backward compatibility: aliases keep `//buildifier:buildifier*`
  working by delegating to `//buildifier/cmd:buildifier*`."

Recursively check inner_def for variable usage
  - Detect that `foo` is used
  - Omit `foo` from returned usedSymbolsFromOuterScope since `foo` is a local variable
3.
