Allow passing deploy_manifest_lines to java_fuzz_test (#184)

Some of Jazzer's extra features use manifest entries and this makes it
possible to use them.

Along the way, by using += [...] instead of append(...), the deps
and deploy_manifest_lines attributes on *_fuzz_test macros become
configurable (i.e. support select() values).
