  "message": "refactor: don\u0027t depend on @bazel_tools//tools/python files (#4236)\n\nBazel is trimming unused content from `@bazel_tools`\n(bazelbuild/bazel#31549, bazelbuild/bazel#31692). The root `//:bzl`\nfilegroup currently blocks the removal of\n`@bazel_tools//tools/python` `.bzl` files that are otherwise unused:\n\n* The root `//:bzl` filegroup re-exports\n\n`@bazel_tools//tools/python:{python_version,srcs_version,toolchain,utils}.bzl`.\n  rules_python doesn\u0027t load any of them; `srcs_version.bzl`,\n  `toolchain.bzl` and `utils.bzl` have no remaining users\n  (`py_runtime_pair` in `toolchain.bzl` just fails since Bazel 8).\n  Before: `//:bzl` contains these four files.
