  "message": "feat: enable rules_python Starlark implemention by default for Bazel 7+ (#1699)\n\nThis makes the base rules use the Starlark code in rules_python\n(\"pystar\") instead of what is built into Bazel 7.\n\nThe pystar implementation can be disabled by setting\n`RULES_PYTHON_ENABLE_PYSTAR\u003d0` in your environment or using\n`--action_env`.\n\nEarlier versions of Bazel continue to use the rules built into Bazel\nregardless (the new implementation requires special APIs that only Bazel\n7 has).\n\nWork towards https://github.com/bazelbuild/rules_python/issues/1069",
