  "message": "fix(pip): do not use experimental_index_url for publish_deps (#3311)\n\nCurrently, experimental_index_url will trigger network access (by the\nbzlmod extension\nlogic) as it figures out the wheels. This is problematic because this\nnetwork\naccess always occurs, even if a user isn\u0027t using the publish tool.\nAdditionally,\nfailed network accesses can get Bazel into stuck state requiring `bazel\nshutdown`\nto fix it.\n\nTo fix, don\u0027t  use experimental_index_url for the publish tool deps.\n\nOnce bazelbuild/bazel#24777 is merged, we can roll it back,\nbut then we may need to check-in the `MODULE.bazel.lock` file into git.\n\nThis should be no-op for most users because the publisher is usually run\nfrom with `host \u003d\u003d exec`, but there is a small chance that people will\nhit #2241.\n\nWork towards #2937",
