  "message": "build(uv): bump default uv to 0.13.1 (#4273)\n\nScoped `override-dependencies` in `[tool.uv]`, e.g.\n`{ package \u003d { name \u003d \"a\" }, dependencies \u003d [\"x\u003e\u003d1.0\"] }`, need uv\n0.11.25 or\nnewer. The default uv (0.11.2) fails to parse them, so users of the\n`lock`\nrule had to set `uv.configure(version \u003d ...)` themselves. This bumps the\ndefault and the dev uv to 0.13.1. It supports the same platforms as\n0.11.2.\n\nBefore: a `pyproject.toml` with a scoped override passed to `lock` fails\nto\nparse with the default uv.\nAfter: it works without any `uv.configure` override.\n\nFixes #2992",
