  "message": "Rename //rules_python package to //packaging (#228)\n\nThis avoids a name clash between the package name and the repo name, which\r\nprevented whl_test from running in the Bazel federation\u0027s CI.\r\n\r\nRegenerated the par files.\r\n\r\nTested that this still works in environments where the system Python has a\r\nlibrary named \"packaging\" installed, by creating a virtualenv, pip installing\r\n\"packaging\", and running `bazel test //examples/...`.\r\n\r\nFixes #227.",
