Trusted\ncontributors outside those roles cannot request backports on pull\nrequests or release tracking issues via `/backport` comments.\n\nAdd an explicit user allowlist to the workflow gate and enforce\nper-command authorization in the comment parser. Allowlisted users can\ntrigger `/backport` commands on pull requests and release issues while\nremaining blocked from administrative release commands.",
