  "message": "build(release): cross-compile the release tools in presubmit (#4262)\n\nPresubmit built the release tools only for each CI host\u0027s own platform,\nso 8 of the 11 platforms in dev/platforms were built only when the\nrelease workflow ran.\n\nA new target, //dev/release_artifacts:cross_compiled_artifacts, builds\nthe tools for the platforms that the host can cross-compile for, with a\nsplit transition on --platforms. BazelCI\u0027s default builds of //... on\nLinux x86_64, macOS arm64, and Windows x86_64 thus cover all 11\nplatforms without new jobs. BazelCI has no Windows Arm machines, so\nWindows x86_64 hosts also get a Rust toolchain for Arm Windows.\n\nOn all three hosts, developers\u0027 machines included, builds of //... now\nalso cross-compile, e.g. the 5 musl variants on Linux x86_64. The\nrelease workflow still builds aarch64-pc-windows-msvc and\nx86_64-apple-darwin natively.\n\nWork towards #4216",
