  "message": "build(release): build tools for more python-build-standalone platforms (#4248)\n\nPrebuilt tools need to run wherever rules_python runs Python, i.e. on\nevery platform that python-build-standalone supports.\n\nLinux x86_64 runners now also cross-compile static musl binaries for\narmv7, i686, ppc64le and riscv64, and a Windows x86_64 runner\ncross-compiles for 32-bit Windows with MSVC\u0027s x86 tools. Static Linux\nbinaries don\u0027t depend on the system\u0027s libc, so one binary per CPU\ncovers both glibc and musl, and arm64e Macs run the aarch64 binary.\nNo job builds s390x yet: Rust has no musl std for it, and a static\nglibc build needs a C cross toolchain.\n\nThe release transition now passes +crt-static for musl too, since Rust\nlinks musl dynamically by default for some CPUs, e.g. riscv64.\n\ncrate_universe now resolves the crates\u0027 conditional deps for triples\nthat match the release platforms by CPU and OS, and no longer marks the\ncrates incompatible with other platforms, since rules_rust has no\nppc64le triple. With the default triples, the crates were incompatible\nwith e.g. x86_64 macOS and arm64 Windows, so those existing jobs would\nonly have warned.\n\nThe Linux Rust toolchain set is renamed to rust_release_linux to\nshorten its labels. Its name, and the new Windows set\u0027s, must sort\nafter rules_rust\u0027s default sets\u0027 so that the defaults\u0027 x86_64\ntoolchains take precedence.\n\nWork towards #4216",
