espressif: add ESP32-S31 Function CoreBoard (#4228)

Device role on the J4 HS OTG port (A-to-A cable; J4 VBUS is always on). board_get_unique_id() reads the factory MAC-48, not the EUI-64. Adds the S31 to dwc2_info.
