Integrate host driver regressions with CTest and CI

Register 13 bounded host fixtures for EHCI scheduling and USBH/audio queueing.
Cover shared-pool allocation, exhaustion rollback, descriptor reuse, FIFO
completion and wraparound at queue depths 1/2/4, plus generic EHCI compilation.

Validation: all 13 CTest cases and full RT1064 example build pass. Formatting
and spelling hooks pass; remaining pre-commit hooks require the unavailable
python3, Ceedling and Node tools.
