docs: F1 now has a hardware reproducer, and recovery is intact

Hydra powered from the WCH-Link, so the cable move cannot reset it: SuperSpeed
-> USB2-only port enumerates nothing at all (0 enumerations on any 480 root hub
over ~30 s), and moving back to SuperSpeed returns 5000 with CDC and MSC bound.
Confirms FB_USB3_UP is terminal for the USB2-only case while showing a failed
excursion leaves the state recoverable.
