Fake platform for tests. (#8946)

* Fake platform for tests.

Right now, we don't have a good way to test what gets passed to the
platform layer. Ex. for MDNS, we want to verify that the calls to
Publish, Stop etc. are correct. This adds a very stubbed out fake
platform that can be used to catch and verify calls. Right now,
it does nothing. Developers are welcome to add functionality as
they require. Mdns tests coming in an upcoming PR.
