PHP rules

Rules for generating PHP protobuf and gRPC .php files and libraries using standard Protocol Buffers and gRPC

Attributes

`deps`	`list<ProtoInfo>`	true	`[]`	List of labels that provide a `ProtoInfo` (such as `native.proto_library`)
