roll: third_party/pigweed pw_buf: Disallow construction from `0`

ConstBuf and Buf can be constructed from nullptr. However, a literal 0
is equivalent to nullptr, so `Buf buf = 0` is valid. Since this
conversion is implicit, APIs that accept Buf/ConstBuf would accept 0.
This is confusing, especially if the function has integer-accepting
overloads.

Ban construction from 0, while continuing to allow construction from
nullptr, like std::unique_ptr or std::optional.
