[roll third_party/pigweed] pw_crypto: Add Micro-ECC backed ECDSA

Adds Micro-ECC as a backend for ECDSA. Since Micro-ECC contains only a
single uECC.c, it is embedded in pw_crypto directly (as recommended by
the project's README.md).

Micro-ECC is also designated as the default ECDSA backend, because its
implementation is the smallest (~4KiB).

Pigweed Experimental

This repository contains experimental pigweed modules.

Repository setup

Clone this repo with --recursive to get all required submodules.

git clone --recursive https://pigweed.googlesource.com/pigweed/experimental

This will pull the Pigweed source repository into third_party/pigweed. If you already cloned but forgot to --recursive run git submodule update --init to pull all submodules.
