bazel: Localize backend label flags This CL moves all backend label flags which are _not_ yet used in downstream projects. Those flags which _are_ used will be moved in a followup CL because they will require a three-step migration. Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
