pw_presubmit: Add check for Python versions

Add check for mismatched versions of Python packages. Also created
cpp_checks.py and moved pragma_once there, along with moving bazel_lint
to build.py. Now no checks are defined in presubmit.py (except for
short-term compatibility for downstream projects referencing these
checks).

Adding the Python package version check to the lintformat presubmit
program but not to any programs regularly run on workstations, since
people may have additional packages installed locally which would cause
presubmit to fail. LUCI always bootstraps from a clean environment so it
should reliably pass there.
