pw_rust: Add dummy rust_bin to static analysis toolchain This commit adds a dummy rust_bin tool (that just stamps an output file) to the static analysis toolchain. Without this, projects that use a host static analysis toolchain along with Rust targets will fail in `gn gen`. In the future, it could make sense to make this actually do something, like invoke Clippy, but that's out of scope for this change.
