pw_presubmit: Handle Bazel syntax errors Gracefully handle syntax errors in Bazel build files: * Catch that a syntax error was found instead of exposing the exception, * Replace the temp file path with the original file path in the error output, and * Add syntax errors to the errors returned by check_bazel_format() Also, extend 'pw format' to handle when '--fix' doesn't work as expected and not report "Formatting fixes applied successfully" unconditionally.
