pw_polyfill: Provide static_assert polyfill for C - Provide C23-style static_assert with an optional message argument in any version of C. - Remove <assert.h> includes in favor of pw_polyfill/static_assert.h. - Move the pw_tokenizer-specific static_assert definition to pw_polyfill.
