pw_presubmit: Include bazel_build in full program Now that we have MacOS Bazel support, there is no reason to exclude these steps based on OS. This will also ensure these steps are visible to CI machines that run on Mac. Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
