pw_bluetooth: Update all commands and events to the correct address type

There are various address types used in the Bluetooth Spec (e.g. public,
random, anonymous, etc). Commands and events use a subset of these types
and we have defined those in Emboss. This change is the result of a
quick audit I did to ensure that all our address types are correctly
associated for our commands and events.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
