build: Implement static analysis toolchain

- Enables to run clang-tidy by building specific targets
  against static analysis toolchains.

   generate_toolchain("my_toolchain") {
      ..
      static_analysis = true
   }
   group("static_analysis") {
      deps = [ ":default(:my_toolchain.static_analysis)" ]
   }

- Fixes are generated to files {{output}}.yaml in the same
  directory as the object file, and can be applied from
  the build directory with clang-apply-replacements
