pw_build: Document the new Python build

- Document Python in GN
- Rename pw_internal_pip_install -> pw_python_pip_install
- Rename pw_create_python_source_tree -> pw_python_distribution
- Add templane aliases for legacy names
- pw_python_venv now implicitly sets constraints and requirments
  to the respective GN args if none are provided.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
