docs: Add redirects infrastructure and docs contributor section Enables client-side HTML redirects via sphinx-reredirects. Drive-by creation of documentation contributor section at //docs/contributing/docs/* because we didn't have a good place to document the new redirect functionality and I will be doing a major spring cleaning of "documentation contributor" content soon anyways.
