pw_varint: Add C-only implementation; cleanup - Provide non-generic varint encode/decode implementations for 32-bit and 64-bit values. For maximum compatibility, implement these in C. - Remove some unused / unnecessary functions. - Switch from a compiler built-in to cpp20::countl_zero. - Switch to Doxygen and update the docs.
