Bazel: Arm gcc configuration This change creates a fully in-repo toolchain configuration for Arm gcc (replacing our dependency on the bazelembedded Arm gcc configuration). This allows us to use the same toolchain binaries and flags as in the GN build, and will unblock moving various compiler flags from pw_cc_binary and pw_cc_library macros to the compiler configuration (where they belong).
