pw_presubmit: Remove --verbose_explanations flag This flag has no effect (because we don't also specify the --explain flag to tell Bazel where to put the verbose explanations), other than printing a warning. This is probably a good thing, since being so verbose ("explain each executed step of the build") would produce mountains of log spam which evidently no-one ever missed.
