pw_presubmit: Create Sapphire presubmit step Create gn_googletest_sapphire_build presubmit step, which augments the old gn_googletest_build with packages and gn args needed to build pw_bluetooth_sapphire. Remove gn_emboss_nanopb and gn_emboss_build as emboss is now built by gn_googletest_sapphire_build.
