pw_{system, metric}: Add Python support and testing

- Add metric and system for path names of infinite length.
- Handle duplicate metrics.
- Add nanopb handling in  BUILD.gn.
- Create robust tests for reading in metrics.

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
