third_party/freertos: Create Bazel build template Break out the BUILD file template for FreeRTOS fro the build file for third_party/freertos/BUILD.bazel. To avoid breaking users, we defer removing the now-redundant contents of third_party/freertos/BUILD.bazel to a followup CL.
