pw_fuzzer: Fix instrumentation config This CL fixes a reversed condition that caused `oss_fuzz_instrumentation` to be incorrectly selected for regular fuzzing. It also renames the `fuzz_instrumentation` config back to `instrumentation`, as fixing the previous bug revelaed other code locations depend on that name.
