Revert "pw_bluetooth: Fix rssi values to be signed integers"

This reverts commit 6c6ca80d58de1c67fb0e9780ae38a9a0d88b2d8a.

Reason for revert: Downstream test failures - b/395970985.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
