pw_presubmit: Allow disabling subprocess capture

Disable capturing of subprocess output when
PW_PRESUBMIT_DISABLE_SUBPROCESS_CAPTURE is set. This is necessary
because LUCI builds that time out don't show any output because the
captured output is never printed.
