pw_env_setup: Bundle Python 3.8 with arm-gcc 12.2.1 arm-none-eabi-gdb requires Python 3.8 to execute. This change installs Python 3.8 into the arm install prefix. It also adds a Python entrypoint script to set PYTHONHOME and PYTHONPATH to the correct location.
