pw_bluetooth: Migrate Emboss files from Fuchsia Migrate Fuchsia Bluetooth Emboss files to pw_bluetooth. Update GN emboss_cc_library template to support imports. Add documentation above emboss_cc_library. Bug: b/265052417 Test: I compiled Fuchsia with this CL and fxr/793294.
