pw_presubmit: Fix overeager format_code matches Fix overeager path matching in format_code.py where it was matching complete file names with endswith where it should instead use regex matching to ^FILE_NAME$. So e.g. bazel checks were running on files named NOTHING_TO_DO_WITH_BAZEL_BUILD.
