pw_polyfill: Update __cplusplus macro for C++23; support C - The C++23 standard has not been published yet, but according to GCC (https://gcc.gnu.org/onlinedocs/cpp/Standard-Predefined-Macros.html), the __cplusplus macro will have the value 202302L. - Add a PW_C_STANDARD_IS_SUPPORTED() macro for checking the C standard.
