zephyr: Fix default logging in chromium CQ

If Pigweed is added to a Zephyr project which doesn't enable CONFIG_CPP
it will cause errors because we default logging to be enabled. Adding
this new config keeps the user experience exactly the same except for
if they don't have C++ enabled in which case we won't try to build
pw_log_zephyr

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
