pw_string: Support InlineBasicString<std::byte>; InlineByteString alias - std::char_traits does not provide a std::byte specialization, so use the custom constexpr char_traits implementaiton in its place. - Introduce pw::InlineByteString<> alias. - Remove any suggestion of C++14 support since this change requires C++17, and C++14 is no longer supported in Pigweed.
