pw_toolchain_bazel: Make the pw_toolchain repository into a bazel module This CL configures pw_toolchain_bazel to be able to be compiled standalone. It will not affect anything when it's not compiled standalone, however. Bug: 320177248 Test: bazel build @pw_toolchain//:all Change-Id: Ibde3893ad8af8850e882321a5482f85b4f8a0c27 Reviewed-on: https://pigweed-review.googlesource.com/c/pigweed/pigweed/+/187932 Reviewed-by: Armando Montanez <amontanez@google.com> Commit-Queue: Matt Stark <msta@google.com>
Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
