pw_tokenizer: Support directory databases in all commands

- Add a rewrite option to write_to_file() rewrites rather than just
  updates the database. For directory databases, this consolidates CSVs
  to a single file.
- Support directory DBs in mark_removed and purge by calling
  write_to_file(rewrite=True).
- Fix the report command for directory databases by checking if the path
  is a directory when listing the domains.
- Update the documentation.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules. These modules are building blocks and infrastructure that enable faster and more reliable development on small-footprint MMU-less 32-bit microcontrollers like the STMicroelectronics STM32L452 or the Nordic nRF52832.
