pw_protobuf: Fix "Casting..." heading level

The "Casting betwen generated StreamEncoder types" heading was <h3>, but
should be below the parent "Encoding" <h4> heading, since it applies to
the generated StreamEncoder classes described there.

Before:

        Encoding

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
