pw_toolchain_bazel: Add initial pw_cc_action_config support Introduces pw_cc_action_config and pw_cc_tool as ways to bind tools to toolchains. This does not yet include support for binding files to tools. This is backwards compatible with the prior mechanism for declaring tools, though the two cannot be mixed together.
