pw_bluetooth: Add new hci subset files Split hci.emb into: hci_common.emb hci_commands.emb hci_events.emb hci_test.emb Add replacement for vendor.emb: hci_vendor.emb After these changes land, we can migrate the fuchsia bluetooth repository to use the new definitions, and then remove the original ones.
