pw_toolchain_bazel: Add custom PwFlagSetInfo See linked bug for motivation For now, since BazelToolsFlagSetInfo is in active use, we will still provide the old provider. However, once we migrate FeatureInfo and ActionConfigInfo to use the new FlagSetInfo, we will remove it. Bug: 322872628 Test: bazel build //tests/...
