pw_software_update: Add gn switch for verification

Certain pigweed downstream projects and builders are experiencing ram
space shortage issues and not able to integrate bundle verification
logic. This CL adds a gn switch to allow compiling out the verification
code. This is a temporary solution for smooth integration of the
verfication code for these projects. This switch should immediately be
removed after all downstream projects sort out enough ram space.

Pigweed

Pigweed is an open source collection of embedded-targeted libraries–or as we like to call them, modules.
